Hang plants using the frame from an inexpensive paper lantern. We once tried to do this by tearing the paper away from the frame first. The lantern structure collapsed. Learn from our mistake. Leave the paper on to rot and collapse gradually as you water the plant.
You could make this dress however long you want; it’s just 4 rectangles. To figure out how big each piece is, measure shoulder to hem length, then girth at widest part (hips) and divide by 4. Add seam allowance. Sew allowing for neckline, arm holes. No pattern needed. 1/2 hour, maxi!
